Proof of claim
Well - full democracy calls for a certain economic standard and standard of education which is not at hand to begin with. Without stability ("law and order") there will be only chaos. As the material standard grows (under the "good" dictatorship) an educated class will develope and democracy may evolve as the next step. Look at Taiwan (developed in these two steps) and compare with Africa (still chaos). Look at Vietnam now underway. Or the historic development of the European democracies.
It is my belief that China will end up as a full democracy.
But - the dictatorship must be "good".
